Construction and planning

We advise on all issues of construction and planning law, especially regional planning matters and the preparation or amendment of development and land-use plans. We negotiate urban planning contracts with local authorities, and assist and represent our clients in building permit procedures.

We also regularly provide advice on major infrastructure projects. Clients benefit from our lawyers’ wealth of expertise in the areas of air traffic, railway projects, and road and plant construction, in particular. A special focus of our practice is advising clients on establishing and expanding commercial, industrial, and large-scale retail projects, as well as on renewable energy and development projects.


When implementing projects, clients increasingly require specialist advice on environmental law. We develop practical solutions that minimise legal risks while taking full advantage of all legal options. We advise clients extensively on questions of emissions protection, waste management law, plant permits as well as soil and groundwater pollution, hazardous building materials, etc.

Public enterprises and PPPs

Our team has extensive experience in privatisations, the sale of holdings in municipal utilities, and the structuring of innovative models for the provision of public services by private parties, such as in the area of transport infrastructure or the healthcare sector.

In recent years Gleiss Lutz has advised on numerous bidding procedures for privatising public utilities and waste management companies, and has helped to establish a wide range of PPPs.

Constitutional and administrative

Gleiss Lutz has a proven track record of advising the German federal government, states, municipalities, and other public sector entities. Organisations and companies also regularly turn to us for advice on issues regarding constitutional law.
