The aim of this advanced seminar is to analyse in depth the main developments and future challenges in state aid policy in the European Union. In order to devise appropriate aid schemes, Member States must not only ensure an accurate interpretation of the EU legal requirements, but also have a proper understanding of the approach adopted by the Commission and the most recent interpretation of the law by EU courts. However, in practice often arises the problem of interplays of Public Procurement Rules as well as of EU-Structural Funds Rules. In this respect, case studies and the exchange of experiences with officials from EU institutions and Member States are an integral aspect of the seminar. The advanced seminar brings together senior national and EU officials to address issues such as:
• Recent case law concerning the concept of state aid and its impact on the application of state aid rules
• An evaluation of the (almost) finished State Aid Modernisation Process; the challenges of the "Post SAM-Process 2015-2010"
• An in-depth analysis of the Market Economy Operator Principle and its legal and economic conditions
• The interplay between state aid and Public Procurement Rules (with special focus on the new PP-Directives 2014/24 and 2014/25)
• The interplay between state aid and EU-Structural Funds
A special session will be spent on possible impacts of the Transatlantic Trade and Investment Partnership (TTIP) which is currently negotiated by the EU and the United States of America. These issues are assessed on the basis of concrete cases, in-depth analysis and exchange of information and practical experience. In addition, the seminar provides an opportunity for participants to discuss common problems and identify potential solutions.
