- Clemens advises companies and associations in German and European economic administrative law, with a special focus on energy, waste management and environmental law, the European Chemicals Regulation (REACH), gambling legislation as well as on public construction and planning and state liability. He often prepares expert reports and also represents plaintiffs in landmark proceedings before the highest courts.
- Clemens studied law at the University of Münster. He has been a partner at Gleiss Lutz since 1991. Clemens is a certified administrative law attorney and has been a lecturer on environmental law at the University of Würzburg since 1999. In 2004 he was made an honorary professor by the Free State of Bavaria. He is a member of the Society for Environmental Law (GfU) and a co-editor of the journals Recht der Abfallwirtschaft (Waste Management Law) and Stoffrecht (Chemical Substances Law). Clemens speaks German and English.
